  • Ilbert Phillips - President

    Ilbert Phillips - President

    Mr. Phillips is currently a trial attorney and has worked with or been on the Board of Directors for over 47 ears. He has played a crucial role for CDN as the organization became an independent not for profit institution. Mr. Phillips has used his legal skills for the benefit of Centro throughout the years. As a child, Mr. Phillips grew up in the Pico Garden's housing projects located in East Los Angeles. He graduated from California State University Los Angeles (with honors) and from the USC Law School. During the years he has worked with Centro, he was an attorney for Occidental Life Insurance, and Transamerica; he went on to become a registered lobbyist for the American Council Life Insurance in D.C. before he went into private practice in Los Angeles. He has 3 children, 13 grandchildren, and 5 great grandchildren. Mr. Phillips believes that Centro is unique and special in its way of preparing young pre-school students, primarily from Spanish speaking homes and the working class, to be fluent in English and successful in school.

    Efrain Romo - Treasurer

    Efrain Romo offers his marketing knowledge and expertise to Centro de Niños. With over 20 years of experience in sales promotion and event/sports sponsorships, he knows consumer engagement is vital to generate results. He has a track record of success in marketing, advertising, as well as managing accounts and developing sponsorship opportunities. Mr. Romo brings deep knowledge of grassroots marketing and public relations to the board.

  • Martha Escutia

    Martha Escutia

    Ms. Escutia is a former State Senator, government regulatory expert and experienced lawyer in areas such as telecommunications, transportation, healthcare, education, and energy/environmental issues. She is currently the Vice President of Government Relations at the University of Southern California. She also serves as a Board Member of CA Emerging Technology Fund and CA High Speed Rail Authority. She holds committee board experience in corporate governance, policies and procedures, audit/risk assessment, nominations, special matters and regulatory/legislative management. Ms. Escutia has international experience working in Bolivia with USAID, training Bolivian women members of parliament in principles of American Family Law and Environmental Law.

  • Sebastian Lee

    Sebastian Lee

    Mr. Lee is an attorney at Lewis Brisgaard and Smith. He received his Juris Doctorate Degree from Pepperdine University of Law. Mr. Lee has an impressive background in litigation and arbitration. His interests include the well being of children and the undeserved communities of Los Angeles.

  • Diana Mata

    Diana Mata

    Ms. Mata has worked with the Los Angeles County Office of Child Protection supporting multiple initiatives to improve communication, coordination, and accountability across agencies involved in the child protection network. She was previously a school therapist and connected families to mental health resources at Camino Nuevo Charter Academy in Los Angeles. Currently, Ms. Mata works with young adults with developmental disabilities and their families providing service coordination and case management. Ms. Mata graduated from the University of Southern California with a Master's degree in Social Work with a focus in Social Change and Innovation and a Bachelor's degree from California State University, Northridge in Sociology.
